The legal advisor of the city shall receive an annual retainer of $100 per year which shall be for attending meetings and routine advice at the meetings, and he or she shall be paid reasonable compensation for litigation in all courts of record, bond issues, drafting of detailed ordinances, contracts, leases and other written papers or documents pertaining to matters concerning the city.
