The rates and charges established for debt service charges as set forth in § 10-1-30(D) shall be implemented according to the following schedule, and shall be billed to each user for each succeeding after the effective date:
(A) Twelve dollars per month per user effective March 28, 2006;
(B) An additional $5 per month per user, for a total of $17 effective January 1, 2008; and
(C) Five dollars and fifty cents per month per user for a total of $22.50 per month per user effective January 1, 2009.
