The City Treasurer shall receive all revenues from the water use charges and all other funds and moneys incident to the operation of the waterworks as the same may be delivered to him or her and deposit same in the account of the fund designated as the Waterworks Fund of the city. Said Treasurer shall administer such fund in every respect in the manner provided in article IE, division 139 of the State Municipal Code and all other laws amendatory thereof and supplementary thereto.
