No person shall be entitled to damages nor to have any portion of the breakage of any main pipe, service pipe or cock, nor for any interruption of the supply of water, nor by reason of the breaking of any of the machinery or stoppage for improvements, extension, alteration or repairs, nor for any stoppage whatsoever, which may be deemed expedient or necessary by the Superintendent of Water and Sewer Department; and the right is hereby reserved to cut off the supply of water at any time without notice, any permit granted or regulations to the contrary notwithstanding.
