No water shall be used or taken by any person from private street washers except for sprinkling purposes and washing fronts of buildings and no person except the Water and Sewer Committee or the Superintendent of Water and Sewer Department shall take water from any public pipe, hydrant, hose pipe or fountain, except the same be taken for the purpose of putting out fire and for the use of the Fire Department, except upon special permission from said Committee.
