§ 10-1-10 WATER SERVICE RULES AND REGULATIONS.
   (A)   No consumer shall supply water to other families or persons, nor after water is introduced into any building or upon any premises shall any person make any tap or connection with the pipes upon the premises for alteration, extension or attachment without permission from the Water and Sewer Committee.
   (B)   All persons using water shall keep the hydrants, taps, water closets, urinals, bath and other fixtures, allotted to their use, closed, except where obtaining water for use and shall be responsible for any damage or injury that may result to others from the improper use of said water.
   (C)   Persons taking water must keep their service pipes and all fixtures connected therewith, including meters, in good repair and protected from the frost at their own expense and must prevent all unnecessary waste, or the water will be shut off.
   (D)   Every person taking water supplied through the water system of the city shall permit the Water and Sewer Committee or its authorized agent at all hours of the day between 7:00 a.m. and 6:00 p.m. to enter his or her premises and buildings to examine the pipes and fixtures and to ascertain the manner in which the water is used and shall at all times frankly and without concealment, answer all questions relative thereto.
   (E)   (1)   Hoses larger than three-fourths inch shall not be allowed to be used, except upon additional charge and no hose shall be used in any case unless it shall be applied for and allowed by the Water and Sewer Committee. Hoses for sprinkling yards, gardens, streets or for washing windows or sidewalks must be confined to the fair application for those purposes without excessive or unreasonable use and to the premises of the person entitled to use the hose; and, in sprinkling streets, each water taker must confine himself or herself to his or her own premises and front thereof; all hoses used for the above named purposes must have a nozzle with opening not larger than three-sixteenths inch.
      (2)   Unless water is taken through a meter, hoses for sprinkling yards, gardens and streets shall be used only from May 1 to November 1 and only between the hours of 6:00 a.m. and 8:00 a.m. and between the hours of 5:00 p.m. and 8:00 p.m. and only from one hydrant, sill-bib or other hose connection at any one time. Adjusting hoses upon temporary or fixed supports or devices of any kind arranged to sprinkle automatically is prohibited, except the payment of fountain rates.
      (3)   In case of fire or alarm of fire, any person who may be using the water for sprinkling or fountain shall at once shut off the water and keep it shut off until such fire has been extinguished or alarm proven false. Nor shall any person draw water for lawn, garden or street sprinkling or for fountain after an alarm of fire until such fire is extinguished or until it is known that the alarm is false.
   (F)   Yard fountains shall not be used more than six hours per day and only from May 1 to November 1 of each year, except by special permission from the proper authorities. The service pipe of fountains out of doors must be provided with stopcocks under the control of the Water and Sewer Committee. The right is reserved to suspend the use of fountains and hose used for sprinkling streets, yards or gardens whenever, in the opinion of the Water and Sewer Committee, the public exigency may require it.
   (G)   Persons wishing to discontinue the use of water must give written notice thereof to the Superintendent of Water and Sewer Department on or before the date of the expiration of the contract, otherwise they shall be liable at the option of the Water and Sewer Committee, according to the contract for the ensuing year.
   (H)   No person may alter, bypass, install, or remove a city water meter, except in accordance with the provisions of this code. Any alteration, bypass, installation or removal of a city water meter shall be performed by an authorized employee of the city or a plumber licensed by the state and upon the issuance of a written permit by the city.
