The water will not be turned into any house or service pipe except upon the written order of the Water and Sewer Committee, or its duly authorized agent, nor until the applicant shall have paid the water rent as herein provided. Plumbers are strictly prohibited from turning the water into any service pipe, except upon the order of the Water and Sewer Committee or its duly authorized agent. This rule shall not be construed to prevent any plumber from admitting water to test pipes.
