(A) In making excavations in streets or highways for the laying of pipe or making repairs, the planks, paving or earth removed must be deposited in a manner that will occasion the least inconvenience to the public and will not obstruct the passage of water along the gutters.
(B) No person shall leave any excavation made in any street or highway open at any tire without barricades; and during the night, warning lights in addition must be maintained at such excavation.
