All plumbing and fitting shall be done in the manner required by the Water and Sewer Committee, except as otherwise provided by ordinance and no other person than the Superintendent of Water and Sewer Department shall tap any main, or connect any service pipe therewith nor shall any other person except in case of accident, turn on or shut off the water from any pipe or hydrant where the stopcock is not located on his or her own premises.
