§ 10-1-4 APPLICATION FOR WATER SERVICE.
   (A)   No water service shall be provided to any premises located within the city until a written application for such water service has been filed with the City Clerk stating the purpose for which the water service is to be used. If the premises for which the water service is requested is occupied by the record titleholder of the premises, the applicant shall pay a non-refundable turn-on fee of $25, and shall pay a security deposit of $100, both to the City Clerk. The security deposit of $100 will be refunded to the owner after 12 months of continuous water service providing that there are no delinquencies in the account at the time for refund, and providing that there have been no shut-off notices served upon the owner/occupant during the 12-month period.
   (B)   If the applicant is not the record titleholder of the premises for which water service is requested, the applicant shall pay a non-refundable turn-on fee of $25 and a security deposit of $100 to the City Clerk. The security deposit will be refunded to the non-owner/occupant when the non-owner/occupant vacates the premises and after all delinquencies for water service are paid.
   (C)   Deposits shall be held by the City Clerk as security for delinquent water bills for water services to any premises and shall be applied by the City Clerk at any time a delinquency occurs. The occupant shall be notified in writing of the application of the security deposit, or part thereof, to a delinquent water bill, along with a demand that the occupant pay an additional deposit to restore the security deposit balance to the sum of $100.
   (D)   In the event that the occupant relocates to different premises located within the city, no additional turn-on fee will be charged unless the occupant has received a shut-off notice within the 12-month period.
   (E)   In the event that a non-owner/occupant (tenant) vacates the premises served, the city will transfer the water service to the name of the owner or record titleholder, or turn on the water service for the owner or record titleholder at the owner’s request without a turn-on fee provided that the owner is not delinquent in any water bill for which the owner is responsible.
