§ 10-1-3 SUPERINTENDENT OF WATER AND SEWER DEPARTMENT.
   (A)   There is hereby created the office of Superintendent of Water and Sewer Department of the city. Said Superintendent shall be appointed by the City Council by ballot, at the first meeting after the annual city election or as soon thereafter as may be. Said Superintendent shall be subject to removal at any time by a majority vote of the City Council.
   (B)   The Superintendent of Water and Sewer Department, before entering upon the duties of his or her office, shall execute a bond to the city in the penal sum of $1,000, to be approved by the City Council, conditioned that he or she will faithfully discharge the duties of his or her office as Superintendent of Water and Sewer Department of the city and that he or she will account for all moneys that may come into his or her hands as such Superintendent belonging to the city, and that at the expiration of his or her term of office, he or she shall deliver to his or her successor in office, or such person as may be designated by the Council, all moneys, books and property of whatsoever kind or description belonging to the city, which he or she shall have in his or her possession by virtue of his or her office.
   (C)   It shall be the duty of the Superintendent of Water and Sewer Department to solicit patronage for the waterworks; to familiarize himself or herself with the laws, rules and regulations in relation to the supply and use of the water furnished by such waterworks, so that he or she may be able to give reliable information concerning the same. It shall be his or her duty to report to the Water and Sewer Committee any and all violations coming to his or her knowledge, of any ordinance of the city relating to the waterworks, immediately upon receiving information of such violation. He or she shall have the custody and control of all tools and implements used by the city in connection with the waterworks and he or she shall be held responsible for any injury or loss of the same caused by his or her negligence. He or she shall have the general management of all employees of the city, employed in the operation or extension of the waterworks, subject to the supervision and control of the Water and Sewer Committee and he or she shall perform such other duties as shall be required of him or her by the Water and Sewer Committee.
   (D)   It shall be the duty of the Superintendent to act as city tapper and as city tapper it shall be his or her duty to make such taps in the water mains as he or she may be called upon to make, by any person having a permit to do so, within six hours after being notified, and he or she shall tap such water mains in a good, workmanlike manner and all taps shall be made without damage to said mains and if said Superintendent shall in any way damage the water mains in tapping the same, he or she shall repair such damage at his or her own expense.
