§ 10-1-2 POWERS OF COMMITTEE.
   The Water and Sewer Committee shall have the following, among other, powers:
   (A)   To construct reservoirs, jets and public and private hydrants, to lay pipes in and along any and all streets, highways and alleys, lanes and avenues of the city and to construct fountains in such public grounds of the city as the City Council may direct; and
   (B)   To make all needful rules and regulations concerning the use of the water supplied by the waterworks of the city and to do all acts and to make such rules and regulations for the construction, management and control of the waterworks as the Committee may deem necessary and expedient, subject to the approval and revision of the City Council.
