(A) There shall be and hereby is created, a Water and Sewer Committee, which Committee shall consist of three members of the City Council, to be appointed annually by the Mayor, at the first regular meeting of the City Council after the annual election, and in case any vacancy occurs at any time in said Committee, such vacancy shall be filled by appointment, made by the Mayor at the next meeting held by the City Council after such vacancy occurs.
(B) It shall be the duty of the Water and Sewer Committee to take full charge, control and management of all matters pertaining to the waterworks system of the city, subject to the approval of the City Council, except as herein otherwise provided.
