§ 9-2-3 FEE.
   (A)   Unless otherwise provided by specific grant of authority from the city to a person authorized to maintain poles, conduits, cables or wires in, under or over any such public place or to maintain mains for the transmission or transportation of gas in or under any such public place, each such person maintaining any pipes, conduits, cables, poles or wires in or under any such public place shall pay to the city for the privilege of so maintaining such equipment an annual fee of $1 for each pole and $0.02 for each 100 feet of wire, conduit, cable or pipe so maintained.
   (B)   Each person maintaining any such poles, wires, conduits, cables or pipes in any such public place shall file with the City Clerk during the month of December of each year a sworn statement showing the number and location of the poles so maintained and the number of lineal feet and location of all such wires, conduits, cables or pipes so maintained.
   (C)   The fee herein provided shall be payable annually in advance on January 1.
