The Superintendent of Street Department shall, under the direction of the Mayor and City Council of the city and of the Committee thereof, have the oversight and control of all improvements of the streets, alleys, sidewalks and crossings of the city; shall see that the same are kept in good condition and repair and shall report to the City Council all improvements and repairs needed upon the same. He or she shall take care that the provisions of all ordinances of the city in regard to streets, alleys, public grounds, shade trees, sidewalks, crossings, drains and sewers are obeyed and enforced and he or she shall obey all such orders or directions, as he or she shall from time to time receive from the Mayor or the City Council or any Committee thereof.
