§ 9-1-8 REMOVAL OF SNOW AND ICE.
   (A)   Duty to remove snow and ice. Every owner, tenant, lessee, occupant or other person having charge of any building or lot abutting upon any sidewalk in the city shall remove snow, ice or debris from the sidewalk in front of, or alongside of, the building or lot of ground, within a reasonable time after the snow, ice or debris has fallen or formed on the sidewalk, but in any event shall remove said snow, ice or debris not longer than 12 hours after the snow, ice or debris has fallen or formed on the sidewalk.
   (B)   Suitable material for safe passage. In lieu of the removal of said snow or ice, the owner, tenant, lessee or occupant or other person having charge of the building or lot abutting the sidewalk may cover said ice or snow with sand, salt, ashes or other suitable material to assure safe passage.
   (C)   Complaint; city to remove snow and ice. In the event that the city receives a complaint from a person that a sidewalk has not been cleared or otherwise been rendered safe by the owner, tenant, lessee, occupant, or other person having charge of the building or lot abutting a sidewalk in the city, the city shall notify the owner, tenant, lessee, occupant or other person having charge of the building or lot, to clear the sidewalk and to remove the snow, ice or debris therefrom immediately. In the event that the sidewalk is not cleared in accordance with such notification, the city may clear the sidewalk and assess the costs of doing so to the owner, tenant, lessee, occupant or other person having charge of the property. The city may remove snow, ice or debris from the sidewalk at any time a complaint is received, after notice, without regard to the 12 hours allowed for the owner, tenant, lessee, occupant or other person having charge of the property to clear the sidewalk.
   (D)   Penalty. The failure of an owner, tenant, lessee, occupant or other person having charge of the building or lot abutting a public sidewalk in the city after receiving notice from the city to comply with the requirements of this section, shall be penalized by a fine in accordance with the general penalty provisions of this code, § 1-4-1.
