All streets in the city shall be marked and all houses and lots lying adjacent to said streets shall be numbered in accordance with the following terms.
(A) At the intersection of all streets, there shall be placed one metal standard, extending at least six feet above the surface of said street, having two metal signs, uniform in size, at or near the top of said standard, said signs designating the name of said intersecting streets; the names to be used to be the same as those recorded in the original plat of the town, now city, of Mount Carroll, except as hereinafter provided.
(B) The intersection of Main and Centre Street shall be and hereby is made the center of said city for the purpose of marking said streets and numbering the houses and lots adjacent to said streets.
(C) All streets intersecting with and all streets running at right angles to, but not intersecting with said Main Street, shall have the prefix “West” added to the name of that portion of said street intersecting with said Main Street, and to the name of said streets running at right angles to said Main Street, when the same lies west of said Main Street; and the prefix “East” added to the name of that portion of said street intersecting with said Main Street, and to the name of said streets running at right angles to said Main Street, when the same lies east of said Main Street.
(D) All streets intersecting with and all streets running at right angles to, but not intersecting with said Centre Street, shall have the prefix “North” added to the name of that portion of said street intersecting with said Centre Street and to the name of said streets running at right angles to said Centre Street when the same lies north of said Centre Street; and the prefix “South” added to the name of that portion of said street intersecting with said Centre Street and to the names of said streets running at right angles to said Centre Street, when the same lies south of said Centre Street.
(E) All houses and lots adjacent to all streets intersecting with Main Street or Centre Street or running at right angles to Main Street or Centre Street shall be numbered or lettered as follows: The first house or lot adjacent to Main Street or Centre Street and the first house or lot in the first block of all streets running at right angles to Main Street or Centre Street shall be numbered or lettered one hundred one (101), all other houses or lots in said block to be numbered or lettered consecutively, the first house or lot in all succeeding blocks in said streets to be numbered or lettered with the next succeeding numerical hundred; this to apply to all streets east and west of Main Street and north and south of Centre Street and to all streets intersecting therewith.
