It shall be unlawful for any person or persons to place or deposit or permit to be placed or deposited or to remain in any street or alley of the city any firewood, lumber, stone, brick, filth, brush, manure, ashes, rubbish or other articles of property or thing or obstruction whatsoever, and in case any person shall place or deposit or allow to be placed or deposited in any street or alley of the city any of the things above enumerated or any other article of property or thing or obstruction whatsoever or allow the same to be or remain in such street or alley for a longer period of time than 24 hours.
