§ 9-1-2 BICYCLE, SKATEBOARD, ROLLER SKATE, ROLLERBLADE REGULATIONS.
   (A)   Bicycles.
      (1)   Parking. No person shall park a bicycle upon a street other than upon the roadway against the curb, or upon a sidewalk in a rack to support the bicycle, or against a building, or at the curb in such manner as to afford the least obstruction to pedestrian traffic.
      (2)   Riding on bicycles.
         (a)   No person shall ride a bicycle upon any sidewalk within the business district of the city, or upon a sidewalk in any other place within the city where signs have been posted prohibiting the riding of bicycles upon sidewalks. Nothing contained in this section shall prohibit a person from pushing, walking or carrying a bicycle on any sidewalk where the riding of a bicycle is prohibited.
         (b)   Any person riding, pushing, walking or carrying a bicycle upon a sidewalk shall yield the right-of-way to any pedestrian upon the sidewalk.
   (B)   Skateboards, roller skates, rollerblades and similar devices.
      (1)   Applicability of traffic laws. Traffic laws apply to persons riding skateboards, roller skates, coasters, rollerblades and other similar devices. Every person riding such a device upon a roadway or sidewalk shall be granted all the rights, and shall be subject to all of the duties applicable to pedestrians by this code and by state law except as to special regulations in this section, and except as to those provisions of this code and state law which by their nature can have no application.
      (2)   Riding in business district. No person shall operate a skateboard, roller skates, coaster, rollerblades or other similar devices upon any sidewalk, or city parking lot, within the business district of the city zoned as a C-2, Downtown Commerce District.
      (3)   Operation generally.
         (a)   No person shall operate skateboards, roller skates, coasters, rollerblades or other similar devices in a reckless manner, or on any public street or public sidewalk. All persons riding such devices in areas where they are not prohibited shall exercise due care at all times and shall yield the right-of-way to any pedestrians using such sidewalk or street.
         (b)   Every person operating a skateboard, roller skates, coaster, rollerblades or other similar devices on a roadway shall ride as near as possible to the left-hand side of the roadway and exercise due care when passing a standing vehicle.
         (c)   Every person operating a skateboard, roller skates, coaster, rollerblades or other similar devices when crossing a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right-of-way to all vehicles upon the roadway.
         (d)   No person shall operate a skateboard, roller skates, coaster, rollerblades or other similar devices upon any private street, parking lot or other area open to the public within the city without the consent of the owner.
         (e)   No person shall operate a skateboard, roller skates, coaster, rollerblades or other similar devices between the hours of sundown or sunrise unless the operator wears clothing with reflectorized material thereon, and the device being operated has reflectorized material attached to it. Such reflectorized material must be visible from a distance of not less than 100 feet when directly in front of lawful lower beams of the headlamps on a motor vehicle.
   (C)   Penalty. A violation of this section shall be subject to the general penalty provisions of this code, § 1-4-1.
