No permit shall be issued by the City Clerk until the non-highway vehicle sought to be permitted is inspected by the City Police Department or its designee. All non-highway vehicles shall be in compliance with this chapter and with the state’s Motor Vehicle Code, as applicable. The Chief of Police or his or her designee retains the right of refusal regarding the issuance of any permit to any vehicle for any reason.
