(A) Enforcement.
(1) (a) Speed restrictions are enforced by the city police with the use of radar.
(b) The fact that the speed of a vehicle does not exceed the applicable maximum speed limit does not relieve the driver from the duty to decrease speed when approaching and crossing an intersection, when approaching or going around a curve, when approaching a hillcrest, when traveling upon any narrow or winding roadway or when special hazards exist with respect to pedestrians or other traffic by reason of weather or highway conditions; and, speed shall be decreased as may be necessary to avoid colliding with any person or vehicle on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.
(2) It shall be unlawful to drive any vehicle on any street or highway within the city under the jurisdiction of the State Department of Public Works and Buildings, or of the county, at a speed exceeding that lawfully set for such street.
(B) Speed limits. It shall be unlawful to drive any motor vehicle on any street not under the jurisdiction of the State Department of Public Works and Buildings, state or the county, in an urban district within the city at speeds in excess of 30 mph except on:
(1) Fifteen mph: any alley;
(2) Twenty mph:
(a) Benton Street between South East Street on the east and Clay Street (Illinois Route 78) on the west on school days when school children are present. The school day begins at 7:00 a.m. and concludes at 4:00 p.m.; and
(b) South East Street between Benton Street on the north and Illinois Route 64 also known as U.S. Route 52 on the south and no person shall drive a motor vehicle in excess of the established speed while passing this school zone on a school day when children are present and so close thereto that a potential hazard exists because of the close proximity of motorized traffic.
(3) Twenty five mph: none at this time.
