§ 1-5-9 OFFICERS APPOINTED.
   (A)   In addition to the officers of the city, as created and established by law, there shall be and hereby are created and established, the offices of Police Chief, Night Watch, Superintendent of Water and Sewer Department, Assistant Superintendent of Water and Sewer Department, Superintendent of Street Department, Fire Marshal, City Collector and Health Officer.
   (B)   At the first meeting of the City Council, after the annual election, or as soon thereafter as practicable, the Mayor shall appoint competent persons to fill the respective offices hereby created, by and with the consent of the City Council, by a vote of a majority of all its members authorized by law to be elected, to be taken by yeas and nays and entered upon its record; and such officers, when so appointed and duly qualified, shall hold their respective offices for the balance of the municipal year, and until their successors are appointed and qualified, unless sooner removed for a good and sufficient cause; provided, that the Mayor may refrain from appointing a Chief of Police and impose the necessary duties thereof, upon the night police whenever, in his or her judgment, the same is for the best interests of the city.
