(A) Regular meetings. The regular meetings of the City Council shall be held on the second and fourth Tuesdays in each calendar month at the hour of 7:30 p.m. at the City Hall, situated in such city.
(B) Special meetings. Special meetings of the City Council shall be called by the City Clerk whenever he or she shall be directed in writing so to do by the Mayor, or by any three Aldermen upon receipt of such request. The City Clerk shall prepare a notice of such special meeting stating therein the time, place and purpose of such meeting, which shall be signed by him or her, authenticated by the seal of the city and personally served upon each member of the City Council at least 24 hours before the time of such meeting. No business shall be transacted at such meeting except that specified in the request and notice for the same.
