On the fourth Tuesday of April of each year, at the usual hour and place of meeting of the City Council, all newly elected and qualified Aldermen shall meet with the members of the retiring Council and if it shall be found that there are at least four such Aldermen present, including both new and retiring Aldermen, such four or more Aldermen shall proceed to organize a new City Council, with Mayor, or retiring Mayor, or one of their own members acting as temporary Chairperson, shall preside.
