Each residence, including expressly separate households in multiple dwellings, and each place of business and within the city be, and is, assessed a monthly rate, or charge, of $12.00 in advance to defray the cost of garbage collection and disposal. This amount shall be further increased twenty-five (25) cents each May 1st thereafter. Further that there is hereby established a charge of $2 for each pre-paid tag which is to be affixed to plastic garbage bags to be placed for collection.
