§ 5-4-9 POLLUTION OF WATER, STREETS.
   (A)   No person shall throw, place or deposit, or cause to be deposited, any garbage, refuse, litter, manure, carrion, dead animals, offal, putrid or unwholesome substance upon the margin, banks or into any stream or water, or upon any street, alley, ditch or public grounds, or upon any property of another within the limits of the city.
   (B)   No person shall allow or permit any litter, other offensive substance or noxious matter of any kind to run or fall from or out of any building or vehicle into or upon any street or public place, nor allow or permit such litter or other noxious matter to stand or remain on any ground or premises within the limits of the city.
