§ 5-4-8 CONDITION OF DEPOSITS.
   (A)   Containers drained of free liquids. Any refuse placed in containers for collection shall be drained of all free liquids and shall be less than 50 pounds.
      (1)   It shall be unlawful for any container to be filled with materials which may cause injury to persons handling the containers including, but not limited to, explosives, poisons, acids or caustic materials.
      (2)   Fats, oils and grease shall be placed in sealed containers to prevent leakage.
   (B)   Preparing recyclables.
      (1)   Newspaper.
         (a)   Only newspapers and newspaper inserts;
         (b)   No magazines, junk mail, catalogs or phone books;
         (c)   Newspaper should be stacked loosely on the bottom or side of the recycling container to reduce litter problems; and
         (d)   Newspaper should be bundled or placed in brown paper bags.
      (2)   Glass containers.
         (a)   Only unbroken bottles and jars are acceptable;
         (b)   Clear, brown and green glass are all acceptable;
         (c)   Everything should be rinsed and free of visible food debris;
         (d)   Labels and rings may be left on; and
         (e)   No Pyrex, window glass, mirrors, dishes or ceramics.
      (3)   Cans.
         (a)   Only aluminum and tin cans are acceptable;
         (b)   Crushing cans is recommended; and
         (c)   Cans should be rinsed and free of visible food debris and labels removed.
      (4)   Plastic milk and soda containers.
         (a)   Plastic (HDPE) milk jugs;
         (b)   Soda (PET) bottles;
         (c)   Milk jugs should be rinsed and free of food debris and plastic caps and rings removed; and
         (d)   Crushing is recommended.
      (5)   Loading the recycling container. Recyclables should be arranged in the recycling container before placing the container at the curb as follows.
         (a)   All newspapers should be bundled or placed in a paper sack and placed in the recycling container. All other material, other than newspapers, shall be placed in the recycling container.
         (b)   Any material other than newspapers, glass containers, plastics and cans shall be left at the curb with a card from the hauler indicating the reason(s) why the recyclables were rejected.
   (C)   Preparing yard waste. Yard wastes will be collected April 1 through November 30 of each year. Yard waste is to be prepared as follows.
      (1)   Soft yard waste must be contained in a special kraft paper bag.
      (2)   Hard yard waste will be collected at the curb only if it is tied into bundles not exceeding 48 inches in length and 30 pounds in weight, and tagged with a sticker purchased at local retail stores. The diameter of any individual piece must not exceed four inches. Discarded Christmas trees will be collected and disposed of during the Christmas tree program the first and second week of January.
   (D)   Preparing garbage. Residents shall dispose of their household garbage as follows: place loose garbage in a plastic garbage bag and attach a city sticker purchased at local retail stores.
