(A) No trash containers shall be placed within the limits of any street or alley but shall be kept by the adjacent property owner upon his or her own property.
(B) It shall be the duty of all persons occupying or controlling any residential dwelling unit to place trash containers either at the alley lot line or at the curb line of the premises on the day of collection.
(C) All trash containers shall be stored and maintained in a neat manner complimentary to the area and the neighborhood.
