The Chief of Police is hereby authorized and empowered to notify, in writing, the owner of any lot, place or area within the city, or the agent of such owner, or other person occupying any said lot, place, or area within the city, to cut or destroy such weeds or unhealthful or noxious growths found growing or standing on such owner’s property. Such notice may be delivered to such owner, or agent, or person personally, or such notice may be mailed to such owner, or agent, or person at his or her last known address.
