§ 5-1-3 STABLES, BARNS; SANITARY CONDITIONS.
   When any barn, stable, livery stable, cow yard, shed, hog pen, poultry house or grounds, or other place where animals are kept, within the city shall be suffered or allowed to be or remain in such a condition as to be nauseous, foul or offensive, or to emit offensive and noxious smells to the annoyance or injury of any family or person or the public or injurious to the public health or whenever any other nuisance, public or private, is suffered or permitted to exist, the same shall be deemed and is hereby declared to be a nuisance and the owner or occupant of the lot or premises on which any such barn, stable, livery stable, cow yard, hog pen, poultry house or grounds or other place where animals are kept or on which any other nuisance, public or private is permitted to exist, as expressed in this section, shall be located, shall be deemed guilty of maintaining a nuisance.
