(A) It shall be unlawful for any person to bring, leave or deposit any dead animal or decayed vegetable or animal matter within the city or to deposit any night soil, filth or offensive matter of any kind therein, and any person so doing shall be deemed guilty of committing a nuisance.
(B) It shall be unlawful for any person to allow any dog, horse, hog or other animal belonging to him or her or in his or her charge, which may have come to its death, to lie or remain upon any street, alley, highway or other public place.
