§ 4-7-2 ADMINISTRATION AND ENFORCEMENT.
   (A)   Tobacco Control Commissioner.
      (1)   The Mayor shall be the Tobacco Control Commissioner and shall be charged with the administration of appropriate provisions of this chapter and such other provisions of this code relating to tobacco as may be enacted. He or she may appoint persons to assist in the exercise of powers and the performance of the duties provided in this chapter for the Tobacco Commissioner.
      (2)   The Tobacco Commissioner, with the approval of a majority of the Council, may adopt rules and regulations for hearings to determine whether any license should be suspended, terminated or revoked.
   (B)   Tobacco Control Board.
      (1)   There is hereby created a Tobacco Control Board, the members of which are appointed Deputy Tobacco Commissioners by the Mayor.
      (2)   The Tobacco Control Board shall hear violations of this chapter and shall be advisory to the Mayor, who is the Tobacco Control Commissioner.
      (3)   The Tobacco Control Commissioner and the Deputy Tobacco Control Commissioners shall sit as a Board for hearing violations of this chapter.
      (4)   The Tobacco Control Board may establish such rules and regulations as it deems advisable.
