(A) This chapter shall not apply to licensed businesses registered with the city or licensed auctions conducted by an auctioneer duly licensed under the statues of the state. Examples of licensed businesses are located in Attachment 4 at the end of this chapter.
(B) Other exemptions are to persons selling or peddling the products of the farm or garden cultivated by him or her. Examples of such exclusions would include, though not limited to, vendors at the Mount Carroll Farmers Market, Brick Street Days vendors, Cruise Night vendors, Mayfest vendors, Chamber of Commerce fund raisers, or street solicitations licensed by the city. Also excluded from these regulations is any local or resident charity, church, school or nonprofit organization (West Carroll School, Boy/Girl Scout troops, and politicians and the like). All charitable and nonprofit organizations that sponsor events will be responsible for monitoring all vendors related to their activity.
(C) Licensed businesses will be permitted to service existing customers but will have to register with the city. Representatives of licensed businesses trying to establish new customers by door to door sales will be required to register with the city and fill out all paperwork, but will not be assessed a fee.
(D) Charitable raffles will be required to register with the city (Attachment 3 at the end of this chapter), but will not be assessed a fee for the license.
(E) Any business that has a State Department of Revenue certificate of registration for sales tax or has published an assumed business name and registered with the county, and whose physical location is located in the city will be required to obtain a solicitation license by the city but will not be charged a license fee.
