It shall be unlawful for any person to uncover, make any connection with or opening into, use, alter or disturb the system without first obtaining a written permit from the Public Works Supervisor. It shall be unlawful for any person to open, alter or disturb the streets or alleys of the City for the purpose of making connection with the system without first obtaining a written permit therefor.
