3-2-1: SCOPE:
Any public official of the City, or peace officer having authority within the City, upon observing a condition which poses a threat to persons or property, or creates a disturbance of the peace and quiet of the neighborhood, may proceed as provided in this chapter. (Ord. 102, 6-9-2004)
