There is hereby created the office of Superintendent of Street and Alley Department. The said Superintendent shall be appointed by the President by and with the advice and consent of the Board of Trustees. Once appointed, said Superintendent shall remain in office without further appointment until such time as said appointment shall be rescinded upon motion duly made and seconded and by vote of two-thirds of the Board of Trustees.
