(A) Sidewalks shall be required:
(1) On the recommendation of the Planning and Zoning Commission that sidewalks are needed to ensure public safety and shall be installed by the subdivider; and
(2) Along collector streets, near schools, and in shopping areas and similar public places.
(B) These requirements shall not be waived unless the Planning and Zoning Commission advises the Village Board that, in the area in question, sidewalks are not needed to ensure public safety, and/or that topographical conditions make the installation of sidewalks impractical.
(C) All sidewalks constructed within the municipality shall meet IDOT Roads and Bridges Standard Specifications.
