(A) After the Village Board has approved the preliminary plat, but prior to submission of the final plat, the developer shall furnish six copies of the plans and specifications for all improvements to be installed within or in conjunction with the proposed development to the Village Clerk, pay all associated filing fees before review by the Village Engineer. These plans and specifications shall be signed and sealed by the registered professional engineer responsible for their preparation.
(B) Until the Village Engineer certifies in writing that the proposed improvements conform to generally accepted engineering practices and the standards in this chapter:
(1) The Administrator shall not issue any building permit to allow construction of said improvements; and
(2) The Village Board shall not act upon the application for final plat approval.
