No person, firm or corporation owning, controlling or operating any vehicle used for the purpose of transporting, carrying or hauling refuse in this village shall cause or permit any vehicle to be so loaded, out of repair, constructed or operated that any refuse with which such vehicle is loaded or is being loaded or unloaded shall drop, fall, be blown upon, or be otherwise deposited, or some upon any public way or place other than a refuse disposal area for which a license has been issued, as provided above.
