The Village Council may reverse of affirm wholly or in part, or may modify the order or decision of the Mayor, as in the Village Council’s opinion ought to be done in the premises, and to that end shall have all powers for the officer from whom the appeal is taken; provided however, that no decision of the Village Council may be reversed without two-thirds favorable vote of all members of the Village Council, present and voting.
