In the event an application for license is denied by the Mayor, another such application for license by the same applicant shall not be filed within the period of one year from the date of such denial. No annual refuse hauling license shall be issued to any person who, or any firm or corporation which, or any other officer of which, shall have been convicted of any violation of this subchapter within three years next preceding the date of application for such license.
