No applicant shall be granted a license until he or she shall have provided himself or herself with the proper and necessary machinery and appliances for properly taking care of and disposing of said refuse in conformity with this subchapter and the health regulations of the state. Such applicant must own each vehicle used by him or her in the business or refuse collection. No license shall be granted to any applicant who has been guilty of any violation of any health or sanitary provision of any city, village or unincorporated town in the state.
