The President of the village shall be the Local Liquor Control Commissioner, and shall be charged with the administration of the appropriate provisions of the Illinois Liquor Control Act, being 235 ILCS 5, of this chapter, and of such ordinances, resolutions, rules and regulations relating to alcoholic liquor as hereinafter may be adopted. Whenever, in this chapter the Local Liquor Control Commissioner shall be referred to, it shall include such other persons as may be appointed by the Local Liquor Control Commissioner to assist him or her in the performance of the duties herein provided for him or her.
