§ 110.031  CLASSIFICATION OF LICENSES.
   Licenses to sell alcoholic liquor at retail shall be of the following classes.
   (A)   Class A. A Class A license shall authorize the retail sale of alcoholic liquor for consumption sales and package sales on the premises of a golf course owned and operated by a governmental body, specifically defined as golf course owned by the village. It shall be unlawful to sell, or offer for sale at any retail, any alcoholic liquor at the village golf course before 7:00 a.m. on each day. The closing hour for each day of the week shall be 12:00 a.m. on that day.
   (B)   Class B.
      (1)   A Class B license shall entitle the licensee to sell alcoholic liquor by the drink and in the original package for consumption on the premises where sold. This classification of license may only be issued for a location defined as a restaurant, where the primary sales of the establishment are food. Under a Class B license, it shall be unlawful to sell, or offer for sale at any retail, any alcoholic liquor in the village before 6:00 a.m. on each day except Sunday, and before 12:00 p.m. on each Sunday. The closing hour for each day of the week shall be 12:00 a.m. on that day except for:
         (a)   Friday and Saturday, which shall be 1:00 a.m. on each following day, respectively; and
         (b)   New Year’s Eve, which shall be 1:00 a.m. on that following New Year’s Day.
      (2)   It shall be unlawful to keep open for business or admit the public to any licensed premises where alcoholic liquor is sold at retail during the hours the sale of such liquor is prohibited; provided however, that in the case of restaurants, clubs, hotels, motels, bowling alleys and other separate businesses conducted on said premises, such establishments may be kept open during such hours, but no alcoholic liquor may be sold during such hours.
   (C)   Class C. A Class C license shall entitle the licensee to make package sales of alcoholic liquor, including wine, not to be consumed or in fact consumed in whole or in part on the premises where sold. Under a Class C license, it shall be unlawful to sell, or offer for sale at any retail, any alcoholic liquor in the village before 6:00 a.m. on each day of the week. The closing hour for each day of the week shall be 12:00 a.m. on that day. It shall be unlawful to keep open for business or admit the public to any licensed premises where alcoholic liquor is sold at retail during the hours of sale of such liquor is prohibited; provided, however, that in the case or restaurants, clubs, hotels, motels, bowling alleys, filling stations and other separate businesses conducted on said premises, such establishments may be kept open during such hours, but no alcoholic liquor may be sold during such hours.
   (D)   Class D. A Class D license shall permit the sale at retail of beer for consumption only in conspicuously marked video gaming areas on the premises. A Class D license shall also permit the sale of alcoholic liquor in packages for consumption off-premises. These licenses shall be limited in issuance to retail grocery stores or convenience stores only that also engage in the retail sale of gasoline and such stores shall be situated within the corporate limits of the village. Under a Class D license, it shall be unlawful to sell, or offer for sale at any retail, any alcoholic liquor in the village during any times other than those hours of operation and never before 6:00 a.m. on each day of the week, or after 12:00 a.m. on any day.
   (E)   Temporary permit.  A temporary permit shall entitle the permittee to sell at retail only beer and wine at any banquet, festival, picnic, bazaar, fair or similar private or public assembly where food or drink is sold, served or dispensed. Such temporary permit shall be issued only to a club, church, society, fraternal or benevolent organization that has been organized not for pecuniary profit. Such temporary permit shall permit the sale of beer and wine for a period of not more than seven days, and not more than one temporary permit shall be granted to any such club, church, society, fraternal or benevolent organization in any one period of 30 days. Such temporary permit shall permit the sale of beer and wine only for consumption upon the premises where sold or served and shall not permit the sale of beer and wine in the original package or upon any premises which are not within the village. Under a temporary permit, it shall be unlawful to sell, or offer for sale at any retail, any alcoholic liquor in the village before 6:00 a.m. on each day except Sunday, and before 12:00 p.m. on each Sunday. The closing hour for each day of the week shall be 12:00 a.m. on that day except for:
      (1)   Friday and Saturday, which shall be 1:00 a.m. on each following day, respectively; and
      (2)   New Year’s Eve, which shall be 1:00 a.m. on that following New Year’s Day.
