For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
NEIGHBORHOOD ELECTRIC VEHICLE. A self-propelled, electronically powered four-wheeled motor vehicle (or a self-propelled, gasoline-powered four-wheeled motor vehicle with an engine displacement under 1,200 cubic centimeters) which is capable of attaining in one mile a speed of more than 20 mph, but not more than 25 mph, and which conforms to federal regulations under 49 C.F.R. § 571.500, attached hereto as Exhibit A and made a part of this section as if set out fully herein.
