Title to all main extensions shall be vested in the village and the village shall have the right to further extend any main installed in and to other streets or premises without repayment or refund to any applicant. However, the village reserves the right to consider extensions made at the applicant’s expense and without written agreement as to service lines. Upon such lines, the village will set a meter at the beginning of the extension to measure all water used and title to the line beyond the meter will be vested in the customer who shall be responsible for maintenance and replacement, when necessary.
