There shall be established the following rates and charges for the use of the water system of the village, based upon the amount of water consumed as follows:
(A) Water rates inside village (residential and commercial).
(1) First 1,500 gallons per month: $9.56 minimum charge; and
(2) Over 1,500 gallons per month: $0.443 per 100 gallons.
(B) Water rates outside village (residential and commercial).
(1) First 1,500 gallons per month: $15.61 minimum charge; and
(2) Over 1,500 gallons per month: $0.667 per 100 gallons.
(C) Bulk sales. Per 100 gallons per month: $1.00 per 100 gallons.
(D) Per meter fee for water plant improvements. The per meter fee per month is $17.87.
(E) The Village Board shall review water rates at least annually
