§ 34.036 SCHOOL RESOURCE OFFICER.
   (A)   Position created. The position of School Resource Officer (“SRO”) is hereby created. The SRO shall be subject to the provisions of this chapter and shall subscribe the same oath, give like bond, exercise same power, be under the control of the same authorities, and be subject to the same rules and regulations of the Police Department so far as the same are applicable to him or her. The School Resource Officer job is based on funding partially provided by Central A&M School District (“CAM”) and the village. The SRO is an employee of the Village and considered to be on special assignment to CAM during the regular school year and duly designated and scheduled by the school district. While on such special assignment, the SRO duty station shall be in the CAM schools, primarily CAM High School, which shall serve as the SRO office and base of operations.
   (B)   General responsibilities. The SRO shall have the following duties and responsibilities:
      (1)   Serve as the liaison between CAM and the village, and promote effective communication.
      (2)   Serve as a consultant to CAM in matters of crime prevention, law enforcement, community youth services and related matters.
      (3)   Assist CAM staff with school discipline, and refer any violations to responsible school staff.
      (4)   Work with school personnel to prevent crime on school grounds, to protect students and staff, and to provide a safe and secure school environment. The SRO shall patrol the school and grounds, supervise parking lots, monitor pedestrian and vehicular traffic on school grounds, and prevent loitering and trespassing on school property.
      (5)   Conduct or coordinate the police investigation of incidents involving CAM schools, its staff and students. The SRO will also investigate other cases or perform other duties assigned by the Chief of Police or his or her designee.
      (6)   Assist school personnel to monitor school lunch periods and passing periods.
      (7)   Develop and maintain a familiarity with community delinquency patterns, trouble spots, and other youth and community problems.
      (8)   Confer with and assist counselors and other school staff concerning individuals, families and neighborhoods in the early identification of troubled, neglected or abused youths and delinquent behavior.
      (9)   Participate in providing advice and guidance to students and parents and assist in referral to appropriate community services.
      (10)   Assist in prevention of truancy, in processing truancy cases, and in making home visits when required.
      (11)   Assist in the supervision of extra-curricular school activities.
      (12)   Complete and maintain police general offense, supplemental and other reports as required by the Chief of Police.
      (13)   Perform other related duties necessary to maintain an effective SRO program.
   (C)   Position and work hours. The SRO position is a nine-month salaried position. General hours of work will be Monday through Friday, 0700-1600 hrs. The SRO will work during the school year and be off when school is out for the summer. The SRO will be expected to be in working on days when teachers are working and off when teachers are off, subject to the requirement to work 90% of the events listed below. Other than the normal school day duties, the SRO will be expected to be present at a minimum of 90% of the following events:
      (1)   Graduation.
      (2)   Prom.
      (3)   Homecoming dance.
      (4)   Other school dances held at the school.
      (5)   Home football games.
      (6)   High school boys home basketball games.
      (7)   High school girls home basketball games as needed (determined by CAM administration and Chief of Police).
      (8)   High school girls home volleyball games as needed (determined by CAM administration and Chief of Police).
      (9)   Tournaments or conference wide competitions held at CAM.
      (10)   Regional or state competitions held at CAM.
      (11)   School Board meetings as determined by CAM administration and Chief of Police.
      (12)   Other school events as determined by CAM administration and Chief of Police.
   (D)   Other hours. The SRO will be paid on an hourly basis for work performed outside of normal duties described above, such as assisting with regular police duties after normal hours. During the school year, all such hours will be overtime hours. Outside of the school year, overtime will be paid only if the SRO exceeds 40 hours in a week.
   (E)   Leave. The SRO position will accumulate personal time off in accordance with Illinois law. The SRO position will have summers off and will not accumulate vacation days. If on employee is moved from patrol to SRO and has a previously scheduled vacation that will be allowed with approval from the Chief of Police
   (F)   Employee Personnel Code. The following provisions of the Employee Personnel Code are not applicable to the SRO, except to the extent applicable for work performed outside of normal duties described above:
      (1)   Section 33.09.
      (2)   Section 33.12.
      (3)   Section 33.14.
      (4)   Section 33.15.
      (5)   Section 33.16.
      (6)   Section 33.17.
      (7)   Section 33.18.
      (8)   Section 33.19.
      (9)   Section 33.20.
      (10)   Section 33.21.
      (11)   Section 33.22.
