The patrol officers, together with the Chief of Police, and all persons possessing the power and authority of patrol officers, shall have the power to arrest all persons in the village found in the act of violating any law or ordinance, or aiding or abetting in any such violation, and shall arrest all persons found under suspicious circumstances and shall take all persons so arrested to the appropriate local detention facility.
