Following the adoption of an official plan for the City of Mt. Vernon, Illinois, no map or plat of any subdivision or re-subdivision presented for record affecting land within the corporate limits of the City of Mt. Vernon, Illinois, or in contiguous territory outside of the City limits of the City of Mt. Vernon, Illinois, and within a one and one-half (1-1/2) mile radius thereof and not included within any other municipality, shall be entitled to record or shall be valid unless the said subdivision or re-subdivision shall provide for streets, alleys, public grounds and other requirements applicable thereto of such official plan.
